  • Dedicate a fixed percentage of development impact fees directly to road maintenance in District 1
  • Audit the county water system and fund critical upgrades before failures occur
  • Establish a transparent infrastructure scorecard so residents can track progress
  • Prioritize rural road maintenance that has been deferred for years

Colorado Springs has enormous economic potential — but growth that only benefits large developers leaves working families behind. Raul will fight for an economy that creates good jobs, supports local businesses, and keeps El Paso County affordable.

  • Create a District 1 Small Business Liaison to help navigate county regulations
  • Attract employers who offer living wages and career pathways — not just minimum-wage jobs

Public Safety

Safe Communities, Trusted Institutions

Every family in District 1 deserves to feel safe. Raul believes in fully funding our sheriff's office and emergency services — and in building the community trust that makes those investments effective.

  • Expand mental health co-responder programs to reduce burden on law enforcement
  • Invest in fire station infrastructure and volunteer fire department support
