Infrastructure
Roads, Water & Reliable Services
El Paso County is one of the fastest-growing counties in Colorado — and our infrastructure hasn't kept up. Raul will make sure that growth pays for itself, and that every neighborhood in District 1 gets the services it deserves.
Raul's Commitments
- Dedicate a fixed percentage of development impact fees directly to road maintenance in District 1
- Audit the county water system and fund critical upgrades before failures occur
- Establish a transparent infrastructure scorecard so residents can track progress
- Prioritize rural road maintenance that has been deferred for years
- Partner with CDOT on I-25 corridor improvements affecting District 1 commuters
Economic Development
Jobs & Opportunity for All
Colorado Springs has enormous economic potential — but growth that only benefits large developers leaves working families behind. Raul will fight for an economy that creates good jobs, supports local businesses, and keeps El Paso County affordable.
Raul's Commitments
- Cut permitting red tape for small businesses and local entrepreneurs
- Create a District 1 Small Business Liaison to help navigate county regulations
- Attract employers who offer living wages and career pathways — not just minimum-wage jobs
- Support workforce development partnerships with UCCS and Pikes Peak State College
- Oppose zoning changes that price out working families and long-term residents
Public Safety
Safe Communities, Trusted Institutions
Every family in District 1 deserves to feel safe. Raul believes in fully funding our sheriff's office and emergency services — and in building the community trust that makes those investments effective.
Raul's Commitments
- Fully fund the El Paso County Sheriff's Office and maintain competitive deputy pay
- Expand mental health co-responder programs to reduce burden on law enforcement
- Invest in fire station infrastructure and volunteer fire department support
- Improve emergency response times in rural and underserved parts of District 1
- Support community policing initiatives that build trust between residents and law enforcement
Fiscal Responsibility
Your Tax Dollars, Spent Wisely
El Paso County taxpayers work hard for their money. Raul will bring the same discipline to county government that he brings to his own small business — zero-based budgeting, transparent spending, and accountability to the people who foot the bill.

- Implement zero-based budgeting reviews for all county departments
- Publish a plain-language annual budget summary accessible to every resident
- Oppose tax increases without a clear, voter-approved mandate
- Conduct a full audit of county contracts and vendor relationships
- Establish a citizen budget advisory committee for District 1
